Ian Drummond Memorial Lecture: “The ’software project’ concept considered
harmful”
P. Grant Rule
Organising work as projects mitigates against improvement. Frequent change to teams, technology, procedures and definitions disrupt performance baselines & models. Grant Rule, founder of Software Measurement Services Ltd., argues that the ‘project’ concept is outmoded and harmful, and invites you to focus instead on value streams.

By quantitative management of the overall, repetitive process by which software is developed, maintained or enhanced it becomes possible to analyse how each of the steps in that process contribute to the delivery of value. This enables product development to be aligned to delivery of customer value by establishing a continuous flow, “pulled” through the process steps by customer demand.”
